HelpBuilderHelpProvider.OpenHelpBuilderWindow

Opens a Help Builder Window by HelpString Id. This Id maps to a
the Topic ID (PK) of the Help Topic and can be passed either as
a raw topic ID or as a HelpString value that includes the filename
(ie. _0e1023ff.htm).

HelpString ID that maps to the PK field in a Help Builder Topic
